LAGOS REAL ESTATE STAKEHOLDERS’ FORUM 2025: A NEW ROADMAP FOR HOUSING AND INVESTMENT REFORM

On September 16, 2025, over 1,000 of Lagos State’s leading developers, investors, policymakers, and allied professionals gathered at Harbour Point, Victoria Island for the Real Estate Stakeholders’ Forum (RSF) 2025. The Forum tackled head-on many of the sector’s most pressing challenges: affordable housing, land use reforms, financing gaps, and innovation in housing delivery. For many, the meeting delivered more than speeches as it charted a new course for how real estate development in Lagos may evolve in the coming years.

One recurrent theme was affordability or rather, the lack thereof. Key among them: streamlining land titling; reducing duplication in tax and regulatory fees; reforming land use rules for efficiency; improving access to financing for developers and end-buyers; and fostering collaboration between public institutions and private sector players.

There was also renewed commitment to innovation: embracing modular housing, enhancing technological tools in land registration and documentation, and seeking models that can reduce construction time and cost while maintaining standards. Stakeholders agreed that the old ways of doing things will increasingly become unviable in a Lagos that is growing as fast as it is complex, and multicultural.

For homebuyers and investors, the Musings and policy shifts raised at RSF 2025 offer more than hope; they indicate potential for more predictable and transparent transactions. When land titling is faster, when regulatory fees and taxes are less obscure, and when housing delivery can be more affordable, risks are lowered. That’s good for anyone looking to buy, especially those who may have felt excluded by current costs and uncertainty.

For developers, there’s a clear signal: innovation and partnership are becoming prerequisites. Those who adopt modular construction, ensure compliance with land-use policy, maintain transparency in fees, and engage with state policy reforms will be better positioned to benefit from shifts in market expectations and regulation. Those who don’t may face greater friction, risk of non-compliance, and potentially, lost investment.

The Forum reflects a turning point. It suggests Lagos is ready to move beyond piecemeal fixes toward a more coherent, stakeholder-driven policy environment. While the challenges are large, so too are the opportunities.
